SGS is licensed to provide industrial safety expertise in Russia
The Russian Federal Agency for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) has licensed SGS to provide industrial safety expertise. The fact that the licence has been granted proves SGS’s competence and builds on the experience gained by the Group since 1996, while providing industrial safety services in partnership with Russian expert organisations.
The licence covers hazardous production sites within the oil and gas industry, and this is considered among the most attractive areas for investors in Russia. To cite a few examples, the scope of the SGS licence includes reservoirs for oil and oil products, equipment for the collection and processing of oil and gas, automotive gas stations, ex-proof electrical equipment for gas pipelines, pumps and compressors, gas analysers, water heaters, convectors, heat generators, furnaces, and combined-cycle plants."

As to the other industries subject to supervision by Rostekhnadzor and not included in the licensing scope, SGS continues to enhance its service for providing foreign companies with assistance in obtaining Permits to Use for technical devices to be operated in Russia in co-operation with other leading expert organisations. Those services are an integral part of the SGS offering which is designed to support investment projects in Russia.

What is Industrial Safety Expertise and RTN Permit to Use?
The RTN Permit to Use is a mandatory document providing permission to operate hazardous equipment and technical devices in the Russian Federation. It is required at the time of commissioning and throughout the whole service life of equipment in order to confirm that it is operating within required safety parameters.
To obtain an RTN Permit to Use, a review of documentation such as drawings, the operating manual, calculations of strength, and available international and Russian certificates, is carried out by a Rostekhnadzor licensed expert organisation, and this is called an Industrial Safety Expertise review. The results of the review are then compiled into an Expert Conclusion. If the equipment conforms to the relevant Russian norms and standards, the Expert Conclusion is submitted to Rostekhnadzor which then issues the Permit to Use. If the equipment does not conform to the required standards, the Permit may still be issued but will specify restrictions for use of the device. The decision in these circumstances would be at the discretion of Rostekhnadzor.
