On July 1, 2010, Russia, Belarus & Kazakhstan organize in a Customs Union, a zone for the free circulation of goods within the Customs Union Territory, which implies the following changes:

  • Customs Classification: Abolition of the Russian Classification System (Коды ТН ВЭД РУ) and creation of a Union Classification System (Коды ТН ВЭД ТС) in pursuance of Resolution nº 1002 of December 08, 2010.
  • Customs Tariff System: Creation of a harmonized Tariff System (January 15, 2011)
  • Certification: Creation of a harmonized Certification System for the members of the Customs Union, in pursuance of Resolution nº 319 of June 18, 2010.
  • Mandatory Documentary Control for customs dispatch of regulated goods within the Customs Union Territory.

Until January 01, 2012, an interim period is established in which national certification systems coexist with the recently created Customs Union System. Harmonized standards between BY, RU, KZ are created. Customs Union Sanitary Requirements are approved and implemented and former Russian sanitary conclusions (sanepidzakliuchenia) are abolished. Harmonized marks of conformity and marking requirements according to the new Customs Union technical regulations are defined.

As of January 01, 2012, certification of conformity is performed as per the new system and unified standards of the member countries of the Customs Union. The lists of goods subject to certification are reviewed and updated periodically. Certificates previously issued according to the national system of each Customs Union State members are accepted till their expiry date.

Only accredited companies, with proved technical competence and expert personnel, with representative office in the States members of the Customs Union and the certification activity of which has not registered any claim at the competent certification authorites are allowed to certify goods in accordance with Custom Union regulations.

SGS is the only Spanish company accredited to certify conformance of goods to harmonized standards of the Customs Union.
